This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) applications, technology service providers, including relations with the Governor’s Office of Information Technology (OIT), and vendors. The Team serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support of Department-wide operations, maintenance, modernization, and implementation of new IT systems.

Description of Job

What you’ll be doing:

This position will oversee the technology team and direct the operations of the Information Technology teams as a whole under the guidance of the Deputy Executive Director. This position will oversee the day-to-day operations of CDEC information and technology team and help manage the growth and staffing management needs of the quickly growing new division within Administrative Solutions. This position provides leadership to help the organization cope with change and the management to help the organization complexity.

The successful candidate is required to be responsive and adaptive to the operational needs of the organization and the direction of the Deputy Executive Director. The position is responsible for and in coordination with the Deputy Executive Director for the implementation of operational development and strategy related to technology management across CDEC and in translating vision, goals, and objectives into outcomes through Agile transformation. This position is responsible for the management of Information Security, project manager, accessibility and administration of policies and standards and directing the planning and implementation of defenses against security breaches, and audits existing systems for vulnerabilities.

Key Responsibilities Include:

IT Strategic Direction:

  • Strategic direction for technology initiatives and projects, including Agency OIT Roadmaps Work with each division to create strategic IT plans.

  • Leadership and governance for technology in each Division, through consultation with Division technology liaisons.

  • Documents and aligns internal business processes to new IT projects.

  • Advocates for the Department in decisions about enterprise technology.

  • Project leadership for State technology initiatives, including expanding broadband, IT accessibility, tech debt, and data governance/data sharing.

  • Oversight of Department IT initiatives for overall prioritization and to mitigate risk.

Technology Management & Communications:

  • Data and information compliance officer for the Department.

  • Consultation and coordination with Division IT liaisons to advocate for Division-specific OIT initiatives and technology needs.

  • Primary liaison, partnership, and communication with the Department’s OIT Director, the Business Product Directors group, and OIT’s Customer User Group.

  • Liaison and communication to EDO’s leadership team for highly visible projects. Support onboarding of new division tech liaisons.

  • Understand and champion tech best practices – including development and implementation within the Department.

  • Coordinate and encourage technology sharing between divisions for efficiency and cost savings.

  • Manage and assist with technical communication from OIT to the department. Review communication to make sure that it is easily understood by the end users.

  • Escalates critical issues on behalf of the Department to OIT, and ensures escalation of issues from OIT to the Department and Divisions.

  • Work with other Department key personnel on cross-departmental partnerships with OIT.

Process and Performance Management:

  • Understanding of CDEC and division resources as well as OIT committed resources on current projects. Ensure resource allocation for OIT and CDEC without jeopardizing other priorities and in-flight projects.

  • Process implementation for IT Asset Management requirements.

  • Reviews high-risk and high-profile contracts and vendor agreements prior to OIT review. Measure and track significant service levels and project delivery.

  • Assists divisions with vendor engagements if needed, including procurement, mitigation, and contracts elements.

  • Foster a business-centric performance model to further CDEC’s mission with technology.

Fiscal Management - IT Expenditures Oversight and Coordination:

  • In conjunction with Financial Services, implementation and management of the department’s Real Time Billing process.

  • Monitor for budgetary and service impacts to CDEC; coordinate CDEC responses to feedback requests; determine budgetary impact by division of proposed rate and service changes.

  • In conjunction with Financial Services, monitor annual legislative budget requests for budgetary and service impacts to CDEC; determine impact by division of proposed decision items, budget amendments, and other change requests.

  • Coordinate with the department’s OIT Manager to manage the annual Utilization Planning process.

  • Work directly with Department budget staff on CDEC budget and performance planning as it relates to technology; oversight of Real Time Billing.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Option I: Experience

Nine (9) years of recent professional experience in technology portfolio management, technology project management, program management, or deploying technology.

Option II: Combination of Education and Experience

Bachelors' degree in a technology related discipline, business, or other comparable field of study related to the work assignment; AND

Five (5) years of recent professional experience in technology portfolio management, technology project management, program management, or deploying technology.

Preferred qualifications:

  • State experience relevant to this position

  • Demonstrated career background and experience in technology.

  • Experience with successful customer and stakeholder relationship management in a technology environment.

  • General understanding of and experience with budget and allocations including funding sources specific to State Government (tax, grants, cash, etc.).

  • Experience in a leadership role managing technology teams or projects.

  • Experience and understanding of the importance of the business requirements and roles and responsibilities in building IT infrastructure and systems.

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
